The Two of Wands as Intentions: To Plan It Carefully, Then Maybe Leave the Wall
The Two of Wands as intentions is a plan with a globe in its hand. Here is what I would read in it, upright and reversed, and why the wall matters more than the view.
If you want the short answer, I would read the Two of Wands as intentions that are decided but not yet in motion. In an intentions position the card suggests the person has a plan involving you, has thought it through, and has not taken the step that would make it real. The intention is genuine. The wall is comfortable, and the card is honest about that.
This is the figure on the castle wall holding the globe. They intend to go. They have intended to go for a while.
The Two of Wands upright as intentions
Tina Gong's the Two of Wands guide at Labyrinthos associates the upright card with planning, future decisions, discovery and leaving comfort. When the card lands in a position that asks what someone intends toward you, I read those meanings as the shape of their plan rather than as a promise about what they will do. Feelings and intentions are different questions; the Two of Wands as feelings covers the first, and this page covers the second. The general card meanings at Biddy Tarot are a useful second reference.
Upright, I read the Two of Wands as a person who intends something considered with you: they have weighed it, they can see the shape of it, and they are standing at the edge of acting. It is a respectful intention and a slow one. Many people hold the globe for years.
What I would not read into it is action imminent. The Two of Wands intends the plan and the step. Only the second changes anything, and the card does not say when it comes.
What the card does not tell you
The card does not confirm the person's plan includes you as a partner rather than a consideration, that they will act, or that what they are weighing you against matters less to them. No card lets a reader see another person's plans. What a card can do is describe the kind of intention that fits the person's behaviour, and give you something to check against what they actually do.
The Two of Wands reversed as intentions
Reversed, the Two of Wands as intentions describes a plan that is really avoidance: a person who intends to act toward you and keeps planning instead, or who has quietly chosen the wall and not said so. It can also describe fear of the unknown dressed as prudence.
In your own question, ask whether the person has been about to do something about you for a long time, or whether they have decided comfort is safer and let the intention go unspoken. A reversed card as intentions is a prompt to compare what is said with what is done, not a diagnosis of bad faith.
The Two of Wands as an ex's intentions
Asked about an ex, the Two of Wands as intentions can suggest they are considering reaching out, turning the idea over, picturing it. Considering is not doing. If they step down from the wall, you will know. If they do not, the card has told you where they are. My guide to asking a psychic whether an ex will come back explains what a reading can and cannot say about that question.
The Two of Wands as a new person's intentions
For someone new, this card describes thoughtful interest from someone weighing you against the life they have. That is serious and can take a while. A clear signal that the step would be welcome tends to shorten the planning.
What their intentions look like in action
Look for deliberation: they ask about your plans, they talk about the future carefully, they seem to be thinking rather than drifting. A Two of Wands intention is visible as consideration. If no step follows, the person has chosen the wall.
What to record before drawing again
Keep three short notes: the question you asked, what the person seems to be weighing you against, and whether you have made it clear a step would be welcome. The third note is the one you control.
For comparison, the Three of Wands as intentions and the Hanged Man as intentions describe different intentions. The the Two of Wands card meaning page covers the card in full, and the Two of Wands as timing and the Two of Wands as a yes or no cover the other questions people most often ask of it.
