Justice as Feelings: Fair, Weighed and Decided on the Facts
Justice holds the scales and the sword. Here is what I would read when it appears as someone's feelings, and why fairness is a kind of feeling too.
If you want the short answer, I would read Justice as feelings that are considered, fair and tied to how you have treated each other. In a feelings position the card suggests the person feels what they feel in proportion to what has happened between you: they are weighing it, and they intend to be fair in what they do about it. It does not tell you which way the scales tip. Justice is not sentimental.
This is a card of feeling with accountability in it. For someone who has been good to the person, it is reassuring. For someone who has not, it is honest.
Justice upright as feelings
Tina Gong's Justice guide at Labyrinthos associates the upright card with fairness, truth, cause and effect and law. When the card lands in a position that asks how someone feels about you, I read those meanings as the shape of the feeling rather than as a verdict on the person.
Upright, I read Justice as a person whose feeling for you is measured and based on evidence: they have noticed how you treat them, they have weighed it against how they treat you, and the feeling that results is proportionate. If you have been kind, the feeling is warm. If you have not, it is cooler, and fairly so.
What I would not read into it is passion. Justice feels with clear eyes. The intensity, when it comes, will be a decision made on the record rather than a wave.
What the card does not tell you
The card does not confirm that the verdict favours you, that the person's idea of fairness matches yours, or that fairness leaves room for the kind of forgiveness you may be hoping for. No card lets a reader check a real person's private feelings. What a card can do is give you an honest picture of the feeling you are hoping for or fearing, and a prompt to compare it with how the person actually behaves.
Justice reversed as feelings
Reversed, Justice is often read as unfairness, dishonesty, or a refusal to take responsibility. As feelings, I read the reversal as a person whose feeling about you is distorted by a grievance, real or imagined, or who is judging you for something that was not yours, or who cannot see their own part in what went wrong.
In your own question, ask which fits. Does the person hold something against you that does not match what happened? Or are they blaming you to avoid looking at themselves? A reversed card is a prompt to notice which of those is true from what you can see, not a diagnosis of the other person.
Justice as an ex's feelings
Asked about an ex, Justice can suggest that they have reached a fair assessment of the relationship and feel toward you accordingly. If the ending was handled well, that feeling may be warm and settled. If it was not, the card suggests the record is being kept. Either way, the verdict is reasoned, and reasoned verdicts are hard to argue with. My guide to asking a psychic whether an ex will come back explains what a reading can and cannot say about that question.
Justice as a new person's feelings
For someone new, this card describes a careful, fair-minded interest: they like you in proportion to what they have seen, and they will like you more as they see more. It rewards honesty and consistency. It does not reward charm.
What to watch for in their behaviour
Look for fairness in practice: they keep agreements, they apologise when they are wrong, they expect the same from you. A Justice feeling is visible in how the person handles a disagreement. If they are fair when it costs them, the card is upright.
What to record before drawing again
Keep three short notes: the question you asked, what the record between you actually shows, and whether you would be happy to be judged on it. The third note is the uncomfortable one and the useful one. Another draw will mostly reflect the same scales.
For comparison, the Emperor as feelings and the Queen of Swords as feelings describe different feelings.
