The Queen of Cups as Feelings: Deep, Tender and Kept Close
The Queen of Cups holds a covered cup. Here is what I would read when she appears as someone's feelings, and why her silence is not the same as absence.
If you want the short answer, I would read the Queen of Cups as feelings that are deep, caring and not always spoken. In a feelings position the card suggests the person feels tenderly toward you, notices more than they say, and may be holding the feeling close rather than acting on it. It does not tell you they will speak first. The cup in her hands is covered.
This is a card of feeling that runs below the surface. The work is noticing it without demanding it be announced.
The Queen of Cups upright as feelings
Tina Gong's the Queen of Cups guide at Labyrinthos associates the upright card with compassion, calm, intuition and emotional security. When the card lands in a position that asks how someone feels about you, I read those meanings as the shape of the feeling rather than as a verdict on the person.
Upright, I read the Queen of Cups as a person who cares, possibly a great deal, and expresses it through attention rather than declaration. They remember what you said. They notice when you are off. They may not have told you any of this.
What I would not read into it is that the feeling is romantic rather than caring. The Queen loves many people in many ways. Which way she loves you is something only her behaviour, and eventually her words, can tell you.
What the card does not tell you
The card does not confirm attraction, availability, or that the person intends to act on what they feel. No card lets a reader check a real person's private feelings. What a card can do is give you an honest picture of the feeling you are hoping for or fearing, and a prompt to compare it with how the person actually behaves.
The Queen of Cups reversed as feelings
Reversed, the Queen of Cups is often read as emotional insecurity, overwhelm, or giving so much that nothing is left. As feelings, I read the reversal as care that has become tangled: a person who feels for you and is drowning in it, or who is so busy managing everyone's feelings that their own have gone quiet.
In your own question, ask which fits. Do they seem overwhelmed rather than cold? Or have they withdrawn into themselves in a way that has nothing to do with you? A reversed card is a prompt to notice which of those is true from what you can see, not a diagnosis of the other person.
The Queen of Cups as an ex's feelings
Asked about an ex, the Queen of Cups can suggest that they still hold tenderness for you and think of you kindly. That is real and it is not the same as wanting to come back. The Queen can love someone and let them go in the same breath. My guide to asking a psychic whether an ex will come back explains what a reading can and cannot say about that question.
The Queen of Cups as a new person's feelings
For someone new, this card suggests an emotionally serious person whose interest, if it is there, will be shown slowly and with care. Rushing them tends to close the cup. Patience and consistency tend to open it.
What to watch for in their behaviour
Look for quiet attentiveness: they ask about the thing you mentioned last week, they are gentle when you are not at your best, they make space rather than make moves. A Queen of Cups shows feeling in how she treats you, long before she says anything.
What to record before drawing again
Keep three short notes: the question you asked, the small attentive things the person has done, and whether you have given them any sign it would be safe to say more. The third note is often the missing piece. Another draw will mostly reflect the same covered cup.
For comparison, the Knight of Cups as feelings and the King of Cups as feelings describe different feelings.
