The King of Wands as Intentions: To Decide, and to Act on the Decision
The King of Wands as intentions is a plan that has already been decided at the top. Here is what I would read in it, upright and reversed.
If you want the short answer, I would read the King of Wands as intentions that are decided, bold and about to become action. In an intentions position the card suggests the person has made up their mind about you and intends to act on it with confidence and leadership. The intention is firm. What they have decided is not in the card, and Kings of Wands decide against as decisively as for.
This is the King leaning forward, about to stand. He intends something. He intends it completely, and he intends it his way.
The King of Wands upright as intentions
Tina Gong's the King of Wands guide at Labyrinthos associates the upright card with leadership, vision, bold action and natural authority. When the card lands in a position that asks what someone intends toward you, I read those meanings as the shape of their plan rather than as a promise about what they will do. Feelings and intentions are different questions; the King of Wands as feelings covers the first, and this page covers the second. The Minor Arcana overview at Biddy Tarot is a useful second reference.
Upright, I read the King of Wands as a person who intends to take charge of whatever is between you: to make the plan, to set the pace, to lead. If they intend a relationship, they intend to build it on their terms and to be generous within those terms. If they intend an ending, it will be clean and quick.
What I would not read into it is flexibility. The King of Wands intends what he intends. Negotiation is possible with him, and it has to be done directly and early.
What the card does not tell you
The card does not confirm that the person's decision favours you, that their plan has room for what you want, or that their confidence leaves space for your pace. No card lets a reader see another person's plans. What a card can do is describe the kind of intention that fits the person's behaviour, and give you something to check against what they actually do.
The King of Wands reversed as intentions
Reversed, the King of Wands as intentions describes a plan that is domineering or hollow: an intention to control rather than to lead, to have you rather than to be with you, or bold talk from someone who cannot actually commit to anything. The decisiveness is performed. The decision has not been made.
In your own question, ask whether the person has decided and undecided more than once, or whether their plans for you ever include your plans. A reversed card as intentions is a prompt to compare what is said with what is done, not a diagnosis of bad faith.
The King of Wands as an ex's intentions
Asked about an ex, the King of Wands as intentions suggests they have decided and will act clearly, one way or the other. If they return, they will return with a plan and expect you to join it. If they have gone silent, the silence is probably the decision, and it was made firmly. My guide to asking a psychic whether an ex will come back explains what a reading can and cannot say about that question.
The King of Wands as a new person's intentions
For someone new, this card describes strong, decided intentions from someone used to leading. It is exhilarating. Check early whether their plan has you in it as a partner or as a part, because the King will not always think to ask.
What their intentions look like in action
Look for decisive leadership: they make plans and include you in them, they are proud to be seen with you, they take responsibility. A King of Wands intention looks like being chosen and organised. If it looks like being managed, read the reversal.
What to record before drawing again
Keep three short notes: the question you asked, what the person seems to have decided, and whether their plan includes your wishes. The third note is the one to raise with them.
For comparison, the Queen of Wands as intentions and the King of Swords as intentions describe different intentions. The the King of Wands card meaning page covers the card in full, and the King of Wands as a person and the King of Wands as a yes or no cover the other questions people most often ask of it.
