The Queen of Wands as Intentions: To Be Open About It, and to Lead
The Queen of Wands as intentions is a plan she will tell you about herself. Here is what I would read in it, upright and reversed.
If you want the short answer, I would read the Queen of Wands as intentions that are confident, warm and openly held. In an intentions position the card suggests the person means to pursue what they want with you directly: to invite, to say so, to take the lead. There is no hidden plan. The plan is the one they will tell you about.
This is the Queen with the sunflower, hosting. She intends to invite you. She has probably already sent the invitation.
The Queen of Wands upright as intentions
Tina Gong's the Queen of Wands guide at Labyrinthos associates the upright card with confidence, independence, warmth and determination. When the card lands in a position that asks what someone intends toward you, I read those meanings as the shape of their plan rather than as a promise about what they will do. Feelings and intentions are different questions; the Queen of Wands as feelings covers the first, and this page covers the second. The Minor Arcana overview at Biddy Tarot is a useful second reference.
Upright, I read the Queen of Wands as a person whose intention toward you is clear and self-directed: they like you, they intend to act on it, and they intend to do it in the open. They are not planning to wait for you. They are planning to make the first move and expect you to respond.
What I would not read into it is need. The Queen of Wands intends to pursue what she wants, and she does not intend to chase what does not respond. Her plan has a time limit that she will not announce.
What the card does not tell you
The card does not confirm that the person intends exclusivity, that their openness is aimed at you alone, or that they will slow down if you do. No card lets a reader see another person's plans. What a card can do is describe the kind of intention that fits the person's behaviour, and give you something to check against what they actually do.
The Queen of Wands reversed as intentions
Reversed, the Queen of Wands as intentions describes warmth that has become possessive or performative: an intention to control, to be admired, to compete, or to keep you as part of a picture. It can also describe a Queen of Wands whose confidence has failed and who intends to act and cannot.
In your own question, ask whether the person's openness has lately felt like pressure, or whether someone usually direct has gone quiet. A reversed card as intentions is a prompt to compare what is said with what is done, not a diagnosis of bad faith.
The Queen of Wands as an ex's intentions
Asked about an ex, the Queen of Wands as intentions is straightforward: if they intend to come back, they will say so, plainly and soon. If they have not said so, the card suggests that silence is the intention. Queens of Wands do not hint at returns. My guide to asking a psychic whether an ex will come back explains what a reading can and cannot say about that question.
The Queen of Wands as a new person's intentions
For someone new, this card is encouraging: they intend to show interest and will not make you guess. Match the directness. The Queen of Wands reads coyness as a no and moves on without hard feelings.
What their intentions look like in action
Look for initiative and openness: they invite, they compliment plainly, they are visibly pleased to see you and do not perform indifference. A Queen of Wands intention is public. If it is hidden, it is either reversed or it is a different card.
What to record before drawing again
Keep three short notes: the question you asked, how openly the person has shown their intention, and whether you have met it or hung back. The third note decides what happens next.
For comparison, the Queen of Cups as intentions and the King of Wands as intentions describe different intentions. The the Queen of Wands card meaning page covers the card in full, and the Queen of Wands as a person and the Queen of Wands as a yes or no cover the other questions people most often ask of it.
