The Knight of Cups as Intentions: To Pursue You, Romantically and Soon
The Knight of Cups as intentions is a plan to arrive with flowers. Here is what I would read in it, upright and reversed, and what to check after the flowers.
If you want the short answer, I would read the Knight of Cups as intentions that are romantic and active. In an intentions position the card suggests the person means to pursue you: to make a gesture, to ask, to offer, to court. The intention is sincere and it is aimed at the beginning of something. What they intend after the beginning is not in the card.
This is the Knight riding toward you with the cup held out. He intends to give it to you. He has not thought much past that.
The Knight of Cups upright as intentions
Tina Gong's the Knight of Cups guide at Labyrinthos associates the upright card with romance, charm, imagination and following the heart. When the card lands in a position that asks what someone intends toward you, I read those meanings as the shape of their plan rather than as a promise about what they will do. Feelings and intentions are different questions; the Knight of Cups as feelings covers the first, and this page covers the second. The Minor Arcana overview at Biddy Tarot is a useful second reference.
Upright, I read the Knight of Cups as a person who intends to make a romantic move: an invitation, a declaration, a proposal of some kind. They mean it. They have probably rehearsed it. They want you to feel chosen, and they intend to make that happen.
What I would not read into it is an intention to stay. The Knight of Cups plans the offer. Knights are in motion, and this one's intentions are about arriving, not about settling.
What the card does not tell you
The card does not confirm that the person intends a relationship rather than a romance, that their plan survives rejection, or that they are not making the same offer elsewhere. No card lets a reader see another person's plans. What a card can do is describe the kind of intention that fits the person's behaviour, and give you something to check against what they actually do.
The Knight of Cups reversed as intentions
Reversed, the Knight of Cups as intentions describes a person whose romantic plans are not what they seem: an offer made for the pleasure of making it, a pursuit that is really about being wanted, or intentions that change with their mood. The gesture is intended. The follow-through is not.
In your own question, ask whether the person's promises have ever outrun their actions before. If so, read the reversal whatever way the card fell. A reversed card as intentions is a prompt to compare what is said with what is done, not a diagnosis of bad faith.
The Knight of Cups as an ex's intentions
Asked about an ex, the Knight of Cups as intentions can suggest they mean to reach out romantically, to try again, to make a gesture toward reconciliation. I would read that as an intention to approach, not an intention to do the work. The Knight plans the return. The relationship needs something steadier. My guide to asking a psychic whether an ex will come back explains what a reading can and cannot say about that question.
The Knight of Cups as a new person's intentions
For someone new, this card is close to the best intentions card there is for early romance: they mean to pursue you and they mean to do it with feeling. Enjoy it, and watch what they intend once the pursuit has worked.
What their intentions look like in action
Look for offers made and kept: a plan proposed and honoured, a message that asks a real question, an invitation that actually happens. A Knight of Cups intention that shows up is upright. One that is announced and never arrives is reversed.
What to record before drawing again
Keep three short notes: the question you asked, the romantic move the person seems to intend, and whether their last three intentions became actions. The third note separates upright from reversed.
For comparison, the Page of Cups as intentions and the Knight of Wands as intentions describe different intentions. The the Knight of Cups card meaning page covers the card in full, and the Knight of Cups as a person and the Knight of Cups as a yes or no cover the other questions people most often ask of it.
